  19. <p>     Maryland's Republican gubernatorial candidate has redefined
  20. the term running mate: he proposes his wife Lois for lieutenant
  21. governor. He calls her a "very substantive person." She says,
  22. "For so many years women have been behind their men. It's time
  23. that they be beside them."
